يشكل اهتمام السعودية بالأشخاص ذوي الإعاقة أولوية أساسية ضمن تشريعاتها وخططها الطموحة التي تسعى من خلالها إلى تمكينهم ومنحهم حقوقهم الكاملة ليكونوا جزءاً فعالاً وسط مجتمع حيوي تكاملي يؤمن بأن لكل فرد فيه دوراً جوهرياً لخدمة وطنه ودعم تنميته والنهوض باقتصاده ومنافسته العالمية.ولتحقيق مستهدفات تمكين الأشخاص ذوي الإعاقة وضمان حصولهم على حقوقهم وتعزيز دورهم في المجتمع والعمل على تطوير الخدمات التي تقدمها الجهات لهم؛ تأسست هيئة رعاية الأشخاص ذوي الإعاقة في العام 1439هـ بموجب قرار مجلس الوزراء، لتكون المظلة الرسمية في المملكة الجامعة لكل ما يُعنى بالأشخاص ذوي الإعاقة.وينطلق الدور المحوري لهيئة رعاية الأشخاص ذوي الإعاقة، بدعم ورعاية من خادم الحرمين الشريفين وولي العهد من خلال توقيع المملكة على الاتفاقية العالمية لحقوق الأشخاص ذوي الإعاقة، وموافقة مجلس الوزراء على نظام حقوق الأشخاص ذوي الإعاقة. وقد عزّزت رؤية السعودية 2030 الطموحة تلك الجهود النوعية التي تصب في صالح تلك الفئة، وتهدف كل أنشطة وبرامج الهيئة لتحسين أوضاعهم ودعمهم من جميع الجوانب، ومنها الاجتماعية والمهنية والقانونية، وتعزيز اندماجهم ومشاركتهم الفاعلة في المجتمع.وتتجلى بوضوح الجهود الوطنية المعنية بالأشخاص ذوي الإعاقة لتكون المملكة من الدول السباقة في هذا المجال من خلال وضع السياسات والإستراتيجيات ودعم الأبحاث والابتكار ورفع الوعي وبناء الشراكات الفعالة. وتأتي المبادرات الوطنية المبتكرة عنواناً للريادة السعودية في كل المجالات، وتمتد نجاحاتها لتشاركها مؤسسات المملكة مع نظيراتها في الدول، وتكون محط أنظار وإلهام للعالم.ومن بين مبادرات المملكة المتميزة تأتي مبادرة «السبت البنفسجي» التي تشمل أهدافها تعزيز التمكين الاقتصادي للأشخاص ذوي الإعاقة من خلال مشاركتهم عملاء فاعلين، وتشجيع القطاع الخاص على تطوير خدمات وتجارب متوافقة مع حاجات ذوي الإعاقة، وإبراز الأشخاص ذوي الإعاقة قوةً شرائيةً مؤثرةً تسهم في الدورة الاقتصادية.ويقام «السبت البنفسجي» في السبت الأخير من شهر يوليو من كل عام، إذ يعد وقتاً مثالياً اختير لتسليط الضوء على قضية الإعاقة دون أي تشتيت، حيث تتوزع الأيام العالمية التوعوية الخاصة بالإعاقة على طول السنة، فيما يتسم موسم يوليو بالهدوء مقارنة بغيره من شهور السنة.220 شريكاً.. 4500 فرع.. و13 منطقةحققت المبادرة منذ انطلاقها عام 2021 نجاحاً متنامياً؛ إذ شارك فيها بفاعلية عدد كبير من الشركات والعلامات التجارية من مختلف مناطق المملكة، وشهد عام 2025 مشاركة أكثر من 220 شريكاً تجارياً وأكثر من 4500 فرع ونقطة بيع و13 منطقة حول المملكة أسهمت بالتفعيل الميداني مع إضاءة أبرز المعالم، وأُطلق برنامج تدريبي في خدمة العملاء ذوي الإعاقة انضمت إليه عدة جهات حكومية وشركات تجارية كبرى وهو استمرار للنجاحات المتواصلة منذ انطلاقتها قبل 6 أعوام.وقد حققت الهيئة عن مبادرة السبت البنفسجي جائزة الحوار الوطني نظير المبادرة النوعية التي تسهم في تمكين ذوي الإعاقة وإستراتيجيات تترجم المستقبل، وحصلت كذلك على جائزة أفضل ابتكار في تجربة العميل من جمعية تجربة العميل السعودية تقديراً لمساهمة مبادرة «السبت البنفسجي» في تحفيز القطاعات لتقديم خدمات ميسرة تعزز تجربة العملاء من ذوي الإعاقة، وتدعم اندماجهم في المجتمع، وتعكس هذه الجائزة التزام الهيئة بمواصلة تطوير مبادرات نوعية تسهم في تعزيز جودة الحياة، وتواكب أفضل الممارسات العالمية.مشاركة خليجيةوضمن آفاق التعاون بين دول مجلس التعاون لدول الخليج العربية وتطبيق اتفاقية حقوق الأشخاص ذوي الإعاقة بدول المجلس والاستفادة من التجارب الخليجية الناجحة في مجال التوعية المجتمعية بحقوق الأشخاص ذوي الإعاقة، تأتي المبادرة السعودية «السبت البنفسجي» التي أطلقتها هيئة رعاية الأشخاص ذوي الإعاقة في المملكة عام 2021، واستمرت بتكرارها على أساس سنوي، حيث تدخل المبادرة هذا العام 2026 نسختها السادسة على التوالي.وتنفيذاً لقرار الاجتماع الثامن للجنة وزراء الشؤون الاجتماعية لتعميم المبادرة بما ينسجم مع أهداف التنمية المستدامة ورؤى مجلس التعاون في بناء مجتمعات أكثر شمولاً، شاركت مملكة البحرين في تفعيل مبادرة السبت البنفسجي كأول دولة خليجية، وذلك في عام 2024، وفي العام الماضي 2025 شاركت دولة قطر في تفعيل المبادرة، فيما سيشهد هذا العام توسعاً خليجياً بانضمام سلطنة عمان ودولة الكويت.تجاوز مفهوم العروض والتخفيضاتأكد المتحدث باسم هيئة رعاية الأشخاص ذوي الإعاقة خالد خبراني أن الهيئة حرصت منذ إطلاق المبادرة على تطويرها عاماً بعد عام، من خلال توسيع نطاق المشاركة، ورفع جودة الخدمات المقدمة، وإضافة مبادرات وبرامج مصاحبة تعزز أثرها واستدامتها، حتى أصبحت المبادرة تتجاوز مفهوم العروض والتخفيضات لتشكل منصة لتعزيز ثقافة الشمول، وإمكانية الوصول، وتمكين الأشخاص ذوي الإعاقة.وبين خبراني أن الهيئة تعمل على مدار العام على تأهيل الجهات المشاركة عبر تنفيذ ورش وبرامج تدريبية متخصصة في خدمة العملاء، وإمكانية الوصول المكانية والرقمية، والتعريف بحقوق الأشخاص ذوي الإعاقة واحتياجاتهم، بما يسهم في تحسين تجربة المستفيد ورفع جودة الخدمات المقدمة في مختلف القطاعات.وشهدت المبادرة توسعاً مستمراً في أعداد الجهات المشاركة، وامتدت في الأعوام الماضية إلى عدد من دول مجلس التعاون الخليجي، في خطوة تجسد نجاح التجربة السعودية وإمكانية الاستفادة منها إقليمياً، مع استمرار العمل على تطويرها لتصبح نموذجاً عالمياً في تمكين الأشخاص ذوي الإعاقة وتعزيز اندماجهم ومشاركتهم في المجتمع.وأضاف المتحدث لهيئة الأشخاص ذوي الإعاقة بأنه مواصلة للنجاحات وفي إطار تحفيز المشاركة وإبراز الجهود المتميزة، أعلنت الهيئة إطلاق جائزة السبت البنفسجي العام الماضي 2025 التي تأتي تقديراً للجهات والأفراد المتميزين في دعم المبادرة وتعزيز أهدافها، وتشمل الجائزة المسارات التالية: (أفضل عرض تجاري، أفضل فعالية للمبادرة، مبادرة القطاع غير الربحي، تغطيات الأشخاص ذوي الإعاقة)، وحظيت بأكثر من 60 متقدماً على الجائزة، وتكريم 15 فائزاً أسهم في تمكين الأشخاص ذوي الإعاقة من عدة قطاعات.نموذج سعودي ملهميُنظر إلى «السبت البنفسجي» الذي يوافق اليوم 25 يوليو 2026 باهتمام واسع مع النجاحات التي حققتها خلال السنوات الماضية مناسبة مجتمعية ينتظرها الأشخاص ذوو الإعاقة وأسرهم سنوياً؛ لما توفره من تجربة متكاملة تعزز مشاركتهم المجتمعية، ويتجاوز ذلك مع التوسع الخليجي بوصفها أنموذجاً سعودياً ناجحاً وملهماً للمبادرات المجتمعية التي ستسهم في تحقيق الأهداف التنموية على كل المستويات من خلال تعزيز الشراكة مع القطاعين الخاص وغير الربحي لخدمة الأشخاص ذوي الإعاقة.Saudi Arabia’s interest in people with disabilities is a fundamental priority within its legislation and ambitious plans, through which it seeks to empower them and grant them their full rights to be an active part of a vibrant, integrative society that believes every individual has a crucial role in serving their nation, supporting its development, and advancing its economy and global competitiveness.To achieve the objectives of empowering people with disabilities and ensuring their rights, as well as enhancing their role in society and developing the services provided to them; the Authority for the Care of Persons with Disabilities was established in 1439 AH by a Cabinet decision, to be the official umbrella in the Kingdom that encompasses everything related to people with disabilities.The pivotal role of the Authority for the Care of Persons with Disabilities is supported and sponsored by the Custodian of the Two Holy Mosques and the Crown Prince through the Kingdom’s signing of the Global Convention on the Rights of Persons with Disabilities and the Cabinet’s approval of the Rights of Persons with Disabilities System. The ambitious Saudi Vision 2030 has enhanced these qualitative efforts that benefit this group, and all activities and programs of the Authority aim to improve their conditions and support them from all aspects, including social, professional, and legal, and to enhance their integration and active participation in society.The national efforts concerning people with disabilities are clearly manifested, making the Kingdom one of the leading countries in this field by establishing policies and strategies, supporting research and innovation, raising awareness, and building effective partnerships. The innovative national initiatives are a hallmark of Saudi leadership in all fields, and their successes are shared by the Kingdom’s institutions with their counterparts in other countries, becoming a focal point of attention and inspiration for the world.Among the distinguished initiatives of the Kingdom is the “Purple Saturday” initiative, which aims to enhance the economic empowerment of people with disabilities by involving them as active customers, encouraging the private sector to develop services and experiences that meet the needs of people with disabilities, and highlighting people with disabilities as a significant purchasing power that contributes to the economic cycle.”Purple Saturday” is held on the last Saturday of July each year, as it is an ideal time chosen to highlight the issue of disability without any distractions, while global awareness days related to disability are distributed throughout the year, and the month of July is characterized by calm compared to other months of the year.220 partners.. 4500 branches.. and 13 regionsSince its launch in 2021, the initiative has achieved growing success; a large number of companies and brands from various regions of the Kingdom have actively participated in it, and in 2025, more than 220 commercial partners and over 4500 branches and points of sale in 13 regions across the Kingdom contributed to the field activation by illuminating prominent landmarks. A training program in customer service for people with disabilities was launched, joined by several government entities and major commercial companies, continuing the ongoing successes since its inception six years ago.The Authority has received the National Dialogue Award for the “Purple Saturday” initiative due to its qualitative contribution to empowering people with disabilities and strategies that translate the future. It also received the Best Innovation in Customer Experience Award from the Saudi Customer Experience Association in recognition of the “Purple Saturday” initiative’s contribution to motivating sectors to provide accessible services that enhance the experience of customers with disabilities and support their integration into society. This award reflects the Authority’s commitment to continue developing qualitative initiatives that contribute to enhancing the quality of life and align with the best global practices.Gulf ParticipationWithin the horizons of cooperation among the Gulf Cooperation Council countries and the implementation of the Convention on the Rights of Persons with Disabilities in the member states, and benefiting from successful Gulf experiences in community awareness of the rights of people with disabilities, comes the Saudi initiative “Purple Saturday,” launched by the Authority for the Care of Persons with Disabilities in the Kingdom in 2021, and has been repeated annually. This year, 2026, marks its sixth consecutive edition.In implementation of the decision from the eighth meeting of the Ministers of Social Affairs Committee to generalize the initiative in line with the Sustainable Development Goals and the visions of the Cooperation Council in building more inclusive communities, the Kingdom of Bahrain participated in activating the Purple Saturday initiative as the first Gulf country in 2024, and in the previous year 2025, the State of Qatar participated in activating the initiative, while this year will witness a Gulf expansion with the joining of the Sultanate of Oman and the State of Kuwait.Beyond the concept of offers and discountsThe spokesperson for the Authority for the Care of Persons with Disabilities, Khalid Khobarani, confirmed that the Authority has been keen since the launch of the initiative to develop it year after year by expanding the scope of participation, raising the quality of services provided, and adding accompanying initiatives and programs that enhance its impact and sustainability, until the initiative has transcended the concept of offers and discounts to become a platform for promoting a culture of inclusion, accessibility, and empowering people with disabilities.Khobarani explained that the Authority works throughout the year to qualify the participating entities by implementing specialized workshops and training programs in customer service, spatial and digital accessibility, and raising awareness of the rights and needs of people with disabilities, which contributes to improving the beneficiary experience and raising the quality of services provided across various sectors.The initiative has witnessed continuous expansion in the number of participating entities, extending in recent years to several Gulf Cooperation Council countries, in a step that embodies the success of the Saudi experience and the potential for regional benefit, while continuing to work on developing it to become a global model for empowering people with disabilities and enhancing their integration and participation in society.The spokesperson for the Authority for Persons with Disabilities added that in continuation of the successes and within the framework of stimulating participation and highlighting distinguished efforts, the Authority announced the launch of the Purple Saturday Award last year 2025, which comes in recognition of the distinguished entities and individuals in supporting the initiative and enhancing its goals. The award includes the following categories: (Best Commercial Offer, Best Initiative Activity, Non-Profit Sector Initiative, Coverage of Persons with Disabilities), and it received more than 60 applicants for the award, honoring 15 winners who contributed to empowering people with disabilities from various sectors.An Inspiring Saudi ModelThe “Purple Saturday,” which falls on July 25, 2026, is viewed with great interest due to the successes it has achieved over the past years, becoming a community event that people with disabilities and their families look forward to annually; as it provides a comprehensive experience that enhances their community participation. This is further amplified with the Gulf expansion, positioning it as a successful and inspiring Saudi model for community initiatives that will contribute to achieving developmental goals at all levels through enhancing partnerships with both the private and non-profit sectors to serve people with disabilities.
