Copy Doha – Lusail Today, the Shura Council held its regular weekly session, in Tamim bin Hamad Hall, at the Council’s headquarters, headed by His Excellency Mr. Hassan bin Abdullah Al-Ghanim, Speaker of the Council. At the beginning of the session, His Excellency Mr. Nayef bin Mohammed Al Mahmoud, Secretary-General of the Shura Council, read out the agenda, and the Council also approved the minutes of its previous session. In response to an invitation from His Excellency the Chairman of the Council, the session was attended by His Excellency Eng. Abdullah bin Ali Al-Dhiyab, Chairman of the Qatar General Electricity and Water Corporation, Kahramaa, and a number of specialists from the Corporation, to review a number of topics related to the electricity and water sectors, the Qatar National Renewable Energy Strategy, and the Corporation’s plans in the areas of security of supply, network efficiency, rationalization of consumption, digital transformation, and subscriber services. His Excellency the Speaker of the Shura Council and their Excellencies the members welcomed His Excellency the President of the Qatar General Electricity and Water Corporation, appreciating the role played by KAHRAMAA in providing electricity and water services, developing transmission and distribution networks, and enhancing supply efficiency, in keeping with the urban and economic growth witnessed by the country. In this context, His Excellency Mr. Hassan bin Abdullah Al-Ghanim, Speaker of the Shura Council, praised the state’s interest, in accordance with the directives of His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of the country, may God protect and protect him, in developing the infrastructure of the electricity and water sectors, enhancing the efficiency of using resources, and consolidating sustainability, as they are among the basic pillars of achieving comprehensive development, in line with the objectives of the Qatar National Vision 2030. His Excellency stressed the importance of the topics discussed. For discussion, due to its direct connection to the lives of citizens and residents, and to the requirements of economic and urban development, noting that the security of electricity and water supplies, raising the efficiency of services, developing billing and reading systems, and expanding awareness and rationalization programs, represent basic axes for enhancing the quality of public services and achieving optimal use of resources. In turn, His Excellency Eng. Abdullah bin Ali Al-Dhiyab, President of the Qatar General Electricity and Water Corporation, gave a presentation that covered the corporation’s most prominent plans and the axes of its work in the electricity and water sectors, in addition to the goals of the Qatar National Renewable Energy Strategy until 2030. His Excellency reviewed Kahramaa’s role in the electricity sector, noting that the corporation continues to develop transmission and distribution networks to keep pace with the growing demand for electricity, and to connect the electrical network to a number of vital projects in the country, in addition to managing and monitoring networks around the clock through control centers, in order to enhance Service efficiency and continuity. The presentation also addressed the readiness of the electrical network and emergency plans, through the control and follow-up system, emergency centers, and specialized technical teams, which contributes to quickly dealing with faults and sudden outages, and restoring service in coordination with the concerned departments. Regarding the renewable energy axis, His Excellency explained that the Qatar National Renewable Energy Strategy aims to enable the development of a sustainable energy system at an appropriate cost, and to increase the use of renewable energy sources in generating electricity, while maintaining the strength and reliability of the network. He pointed out that the strategy aims to raise the share of renewable energy in the energy mix, and enhance the production capacity of renewable energy by 2030, with a focus on solar photovoltaic energy, in addition to encouraging distributed generation solutions for solar energy. His Excellency touched on existing and future projects in the field of solar energy, and the important step they represent in supporting the country’s trend towards reducing emissions and enhancing environmental sustainability, stressing the importance of integration between renewable energy sources and highly efficient traditional generation to maintain grid stability and meet the increasing demand for electricity. Regarding the water sector, His Excellency reviewed Kahramaa’s efforts in managing the transportation and distribution of water around the clock, developing water networks and main transmission lines, and reducing losses in the network by replacing old networks and employing modern technologies, in addition to expanding the installation of smart meters. The presentation also addressed the management of the strategic water reserve, pumping stations and reservoirs, and the role of the National Water Control Center in efficiently monitoring the water system, including pumping, storage, transportation, distribution and water quality monitoring, as well as preparedness to deal with emergencies related to water quality and safety. His Excellency pointed out that Kahramaa attaches special importance to water quality, by adhering to local and international health and environmental standards, and operating automated monitoring systems for water quality in tanks and pumping stations, ensuring continuity of control over water designated for drinking. His Excellency also touched on the management of groundwater resources, the Foundation’s efforts to protect them and regulate their use, and enhance water security through projects to rehabilitate and develop water harvesting wells, and projects related to underground water storage, in a way that supports preparedness for extreme emergency situations. The presentation also addressed the policy of district cooling services in the country, and its role in supporting energy efficiency, in addition to the rules regulating electrical connections and water installations in various buildings and facilities, and monitoring their implementation in accordance with approved standards and requirements. Regarding subscriber services, His Excellency reviewed the Corporation’s policy in the billing system, the efficiency and accuracy of the readings, and the proposed solutions to reduce errors, in addition to the Corporation’s efforts in developing digital services and smart systems in a way that contributes to facilitating procedures and raising the quality of services provided to subscribers. His Excellency also discussed the Corporation’s plan in the field of awareness and education to rationalize electricity and water consumption, and the media plan to educate subscribers about the conditions and specifications of security and safety systems, the rules for extensions, and the special measures and needs for electricity and water services and connection points. The presentation touched on partnerships with the private sector in electricity, water, and renewable energy projects, and the importance of these partnerships in supporting project implementation, enhancing efficiency, and developing infrastructure, in line with national trends in the areas of sustainability and diversification of energy sources. As part of their interventions, Their Excellencies members of the Shura Council appreciated the efforts made by the Qatar General Electricity and Water Corporation in developing electricity and water services and enhancing the efficiency of networks, stressing the importance of continuing investment in infrastructure to keep pace with the urban and population expansion witnessed by the country, and to ensure the sustainability of services and raise their efficiency. Their Excellencies the members stressed the importance of expanding renewable energy projects, especially solar energy, in a way that contributes to diversifying energy sources and achieving the country’s goals in the field of environmental sustainability, praising the efforts made by the Corporation in implementing the Qatar National Renewable Energy Strategy and enhancing the readiness of the electrical network to accommodate new and renewable energy sources. The members also discussed the policy of district cooling services, and the importance of expanding these services in areas that witness high urban density, because of their role in raising the efficiency of energy consumption and rationalizing resources, in addition to the importance of continuing to develop the relevant regulatory frameworks. Their Excellencies the members stressed the need to intensify awareness programs to rationalize electricity and water consumption, enhance community culture related to the preservation of natural resources, and develop media messages directed to subscribers regarding the safe and rational use of services. Regarding the water sector, members stressed the importance of preserving the marine environment and reducing sources of pollution that may affect the quality of seawater used in desalination operations, stressing the importance of continuing efforts aimed at enhancing water security, managing water resources and strategic water reserves, and developing control and follow-up systems to ensure the sustainability of supplies in various circumstances. Their Excellencies the members also pointed out the importance of raising the efficiency of the billing and reading system, enhancing the accuracy of services provided to subscribers, and developing mechanisms for receiving and responding to feedback, which contributes to improving the experience of beneficiaries, reducing errors and facilitating procedures. They also raised a number of issues related to the tariffs for electricity and water services, especially for the commercial and service sectors, their repercussions on various economic activities, and ways to develop relevant policies in order to achieve a balance between the efficiency and sustainability of services and supporting the business environment. The members addressed the challenges associated with the delay in delivering electricity and water services to some residential areas and lands, stressing the importance of completing the necessary infrastructure for those areas according to the specified timetables, and accelerating the procedures for delivering services to meet the needs of citizens and keep pace with urban development plans. They also discussed the services provided to farms and wild areas, and ways to develop them and enhance their reliability, ensuring continuity of electricity and water supplies and meeting the needs of beneficiaries in various regions. In the same context, their Excellencies the members raised a number of issues related to the use of central gas systems in homes and residential complexes, and the importance of enhancing security and safety requirements and awareness of the safe use of these systems, in addition to coordination between the concerned authorities regarding their expansion where appropriate. Council members stressed the importance of continuing digital transformation efforts and developing smart systems in managing networks and subscriber services, and benefiting from modern technologies and artificial intelligence to improve operational efficiency, enhance the speed of response to faults, and raise the quality of services provided to subscribers. In response to the comments of Their Excellencies the members, His Excellency the President of the Qatar General Electricity and Water Corporation confirmed that Kahramaa is continuing to implement its plans to develop the electricity and water sectors, enhance the efficiency of networks, and support sustainability and renewable energy programs, in a way that keeps pace with the country’s needs and development requirements. His Excellency also expressed his appreciation for the comments made by their Excellencies the members, stressing that they will be taken into consideration within the Corporation’s development plans and programs, thus contributing to improving the quality of services and enhancing communication with subscribers. At the conclusion of the presentation, His Excellency the Speaker of the Shura Council, in his name and on behalf of their Excellencies the members of the Council, expressed his utmost thanks and appreciation to His Excellency Engineer Abdullah bin Ali Al-Dhiyab, President of the Qatar General Electricity and Water Corporation, and the accompanying delegation, for their presence and interaction, stressing the Council’s keenness to support efforts aimed at developing electricity and water services, enhancing security of supply, and consolidating the efficient use of resources, in a way that serves society and supports the process of sustainable development in the country. The session continued, as the Council reviewed the report of the Health, Public Services and Environment Affairs Committee regarding the proposal for a law on child digital protection. In light of the conclusions of the report, the Council agreed, based on the provisions of Article (106) of the internal regulations, to refer the proposal to the esteemed government in the form of a draft law to study it and express an opinion on it.
