Al-Yazidi pointed out that the Committee for Addressing Issues of Revenge and Tribal Conflicts prepared a tribal and societal covenant document consisting of thirteen items, aiming to unite the tribes and segments of southern society from Al-Mahra in the east to the Bab al-Mandab Strait in the west, to defend religion and the homeland, and to reject pre-Islamic fanaticism and sectarian, sectarian and regional hatreds that threaten the societal fabric, in addition to criminalizing revenge, rejecting all forms of fragmentation and hostility, and condemning the culture of extremism and fanaticism. He explained that the document affirms a firm stance against those who are out of order and the law and those involved in cases of murder, theft, banditry, and banditry, or those belonging to terrorist organizations and those who promote drugs and contraband, and not to cover up for them, defend them, or shelter them, and work to hand them over to the competent authorities so that they can receive their punishment in accordance with the law. In the service and livelihood aspect, Sheikh Saleh Mohsen Al-Yazidi called on the government of the de facto authorities to immediately respond to citizens’ demands to provide basic services, improve living conditions, regular disbursement of salaries to the civil, military and security sectors, and pay attention to service needs and security and stability requirements, as these are priorities that directly affect people’s lives. Sheikh Al-Yazidi called for the removal of the Yemeni Emergency Forces from all western districts, and for them to be replaced by the Homeland Shield Forces and the Hadhrami Elite, in a way that enhances security and stability and responds to the aspirations of citizens for a security administration that is close to their reality and needs. The meeting discussed a number of issues related to developing political, organizational and media performance, most notably raising the level of awareness among cadres, and enabling local bodies to perform their leadership role in a broader manner, making them more capable of explaining the council’s positions, clarifying the nature of the stage, and dealing with smear campaigns and rumors with a confident and balanced speech. The meeting also addressed developments in the political scene and potential challenges, and stressed the need to read reality objectively, assess risks and opportunities, and build clear positions that help local leaders move according to a unified vision, away from improvisation or multiple messages. The participants touched on the importance of controlling political and media discourse and coordinating it between the various leadership levels, to ensure that the Council’s message reaches the public clearly, enhance the popular base’s confidence in its leadership, and block the way for attempts to mislead, cast doubt, or weaken the southern incubator. The meeting stressed that the next stage requires a greater presence in the field, through direct meetings, community initiatives, activating the role of youth, elites, and social and academic entities, and building community partnerships that enhance the image of the Council as a political bearer close to the people, and interacting with their concerns and aspirations. The attendees stressed the need to review performance during the past period, identify strengths and shortcomings, and develop a practical plan for the next stage that includes the political, organizational, media and public aspects, so that it is implementable and measurable, and takes into account the specificity and needs of the Hadhramaut Valley and Desert directorates. The meeting came out with a number of directions and outcomes, through which the Southern Arab Transitional Council in the Hadhramaut Valley and Desert renewed its firm position on all political, organizational, security and service issues, most notably the affirmation of the rejection of the presence and deployment of the Yemeni Emergency Forces in the Hadhramaut Valley and Desert, considering them intrusive forces to the governorate, and demanding their immediate removal from Hadhramaut, and enabling the southern forces, led by the Homeland Shield Forces and the Hadrami Elite, to perform their tasks in maintaining security and stability. The outputs confirmed that the leaders who left for the Kingdom have had their organizational status frozen until further notice, with an emphasis not to be preoccupied with this file or delve into its details, given that evaluating the performance of those leaders remains the responsibility of the senior leadership of the Southern Arab Transitional Council alone. The meeting also announced the refusal of the Southern Arab Transitional Council in the Hadhramaut Valley and Desert to participate in the so-called Supreme Coordination Council of Political Forces, Components and Parties, stressing that the Council maintains its independent political and organizational position, consistent with the constants of the southern issue and the choices of the people of the South. Regarding the voices calling for carrying weapons, the meeting stressed the rejection of this option, stressing that the stage requires the adoption of peaceful, revolutionary and civil means of pressure, through organized public action, holding events, media escalation, and exposing the de facto authorities to public opinion, in a way that ensures that the voice of citizens and their demands are conveyed in a responsible and influential manner. The meeting saluted the steadfastness of the majority of the leadership of the Southern Arab Transitional Council in the Hadhramaut Valley and Desert, stressing that this steadfastness represents an important political and organizational asset, and that the Hadhramaut Valley and Desert are capable of presenting an advanced model at the level of the southern governorates in discipline, institutional work, and popular cohesion. The meeting, on behalf of those present, issued a strong warning to the de facto authorities, as a result of the deterioration of the service and living conditions, stressing that the Council will not stand idly by in the face of the suffering of citizens, and will work to prepare an escalation program during the coming period, in accordance with peaceful and legal frameworks, to pressure to improve services and respond to people’s demands. The outcomes stressed the importance of maintaining popular momentum in the Hadhramaut Valley and Desert, as it is one of the most important factors of power that makes conspiratorial projects fail, and attempts to circumvent the will of the people of the South are destroyed, stressing that the Southern Arab Transitional Council derives its legitimacy from the people, and works from within the field and among the masses, not from outside them or away from their concerns. The outcomes also confirmed renewed support for and rally around the leadership of the Southern Arab Transitional Council, represented by President Commander Aidaroos Qasim Al-Zubaidi, adherence to southern national constants, strengthening unity of ranks, raising the level of coordination between local and central bodies, and intensifying communication with citizens in the directorates and centers. The outcomes called for developing organizational performance, activating public action, unifying the political and media message, and preparing a field action plan for the next stage, in addition to activating the role of cadres in confronting rumors and targeting campaigns, and expressing the Council’s positions in a responsible, clear language that is consistent with the aspirations of the people of the South. The meeting affirmed that the strength of the Southern Arab Transitional Council stems from the people of the South rallying around it, from its presence in the field, and from its ability to express people’s issues and aspirations, indicating that any attempt to target the Council or undermine its political and public role is essentially targeting the cause of the people of the South and their free will. At the conclusion of the meeting, the participants renewed their pledge and loyalty to the people of the South, their political leadership, and their martyrs and wounded, stressing the continuation of working in the spirit of one team, strengthening steadfastness and steadfastness, and adhering to the southern national path until the full and undiminished aspirations of the people of the South are achieved.
