During his years of work in Kuwait, the Tajik ambassador was not just a diplomat performing his official duties, but rather turned into a voice defending the importance of rapprochement between the peoples of the region, and a witness to the position that Kuwait enjoys regionally and internationally, thanks to its balanced diplomatic approach and the keenness of its leadership to consolidate the values ​​of dialogue, cooperation and peace. The diplomatic community also knew him as Dean of the Diplomatic Corps, a task that reflected the amount of appreciation he received among his fellow ambassadors and official Kuwaiti institutions. In this farewell interview, Ambassador Zabidzadeh speaks frankly and with gratitude about his years in Kuwait, recalling the most prominent political and humanitarian milestones that he lived through, and focusing on the fraternal relations that brought him together with the Kuwaiti people, which he asserts will remain “what he will miss most dearly” after leaving the country. Al-Jarida met with the Brigadier General on the eve of his departure from Kuwait, and the following is the text of the interview. * Some diplomats say that Kuwait is one of the best countries in which any diplomat can work. Do you agree with this opinion? What did Kuwait add to you? – I certainly agree with this opinion. My experience in Kuwait was very rich professionally and humanely. Kuwait is a country with well-established political and diplomatic wisdom, as well as an open environment based on respect, cooperation and dialogue. During my period of work here, I witnessed closely the great position that Kuwait enjoys regionally and internationally, thanks to the wise policy of His Highness Sheikh Mishal Al-Ahmad, the Emir of Kuwait, and His Highness the Crown Prince Sheikh Sabah Al-Khaled, and the keenness of the Kuwaiti leadership to enhance security, stability and international cooperation. On a personal level, Kuwait has added a lot to me, as I have learned from its good people the values of generosity, tolerance and loyalty, and I have gained important experiences in multilateral and bilateral diplomatic work, In addition to building relationships of friendship and appreciation that will always be dear to me. I will miss the warmth of human relations in Kuwait and my loyalty to its leadership and its people… and the diwaniyas will remain among my most beautiful memories. * What are the things that you will miss most about Kuwait? – Of course, the biggest, greatest, and most precious wealth of the State of Kuwait is its generous, proud people. After leaving, I will miss the people in Kuwait, the warmth of human relations, the hospitality, and the brotherly spirit that I have always experienced over the past years. I will also miss the Kuwaiti councils, which reflect the depth of authentic culture and traditions, in addition to the daily meetings with friends and colleagues from various official, media and cultural institutions. I will still have very special memories of Kuwait, which embraced me and my family with love and respect throughout my years of work there. Strengthening relations* Given your experience working in Kuwait, what is your message to the new ambassador? What is the most important thing he should focus on in the next stage to strengthen Tajik-Kuwaiti relations? What pleases me and gives me great satisfaction is that the President of the Republic of Tajikistan, Emomali Rahmon, and based on his special interest in developing relations with Kuwait, has appointed a capable and veteran diplomat to be my successor in this honorable country. Ambassador Khosrow Nazri, who was appointed Ambassador to Kuwait, is considered one of the diplomats who are referred to as the Lebanon, due to his long experience in diplomatic work, and he enjoys high competence and professionalism, in addition to his proficiency in several languages, noting that he worked as the First Deputy Minister of Foreign Affairs of Tajikistan, the country’s ambassador to Egypt, the Secretary-General of the Economic Cooperation Organization, and the Deputy Secretary-General of the Islamic Organization for Food Security. The new ambassador is one of the diplomats who are referred to as the Lebanon for the length of time. I am confident that the new ambassador, with his experience in diplomatic practice, will have a major role in strengthening and strengthening Tajik relations, and taking them to broader horizons, as he is fully aware that Kuwait is an important partner for Tajikistan. Kuwait is an important partner for Tajikistan and has a solid international standing with the wisdom of its leadership. I see that the next stage holds promising opportunities, especially in the areas of investment, hydroelectric energy, tourism, and food security. and education, in addition to cooperation on issues related to water, sustainable development and security. Strengthening communication between the private sectors in the two countries will also be an important priority, in addition to encouraging cultural and popular exchange.* How do you describe the nature of political relations between Tajikistan and Kuwait during your work period? What are the most prominent challenges and opportunities that you have faced? It is a matter of honor and pride that the political relations between Tajikistan and Kuwait have witnessed positive and stable development over the past years, supported by the political will of the leadership of the two countries, President Emomali Rahmon, and his brother, His Highness the Emir Sheikh Mishaal Al-Ahmad. We have noticed a mutual interest in strengthening bilateral cooperation and expanding its fields. The visits of the President of Tajikistan to Kuwait, at the invitation of the former Emir of the country, Sheikh Sabah Al-Ahmad (may God rest his soul), and His Highness the current Emir, Sheikh Mishal Al-Ahmad, are among the most important events in the history of bilateral relations, whose constructive results are reflected in expanding the contractual and legal base, and presenting promising areas of cooperation in the economic, trade, investment, scientific, cultural and other fields. Bilateral relations between the two countries have witnessed development. This was witnessed after the opening of the Tajik embassy in Kuwait in early 2013, where I was the first resident ambassador for my country. After the opening of the embassy, the Tajik President made several visits to Kuwait, during which a series of bilateral cooperation agreements were signed, and ways of developing cooperation relations were discussed. We have great keenness to strengthen bilateral cooperation within the framework of the Kuwait Fund for Arab Economic Development to implement important vital projects in Tajikistan, noting that the Fund has been active in Tajikistan for several years. There is a Tajik-Kuwaiti Joint Committee for Commercial, Economic, Technical and Scientific Cooperation, and this committee is considered the most important mechanism for activating trade and economic relations between the two countries. Tajikistan also maintains constructive cooperation with Kuwait within the framework of international and regional organizations, such as: the United Nations, the Organization of Islamic Cooperation and the Asian Cooperation Dialogue, as there are common positions and interests that unite the two countries in light of global and regional challenges and risks. In this context, Kuwait hosted in November 2024 the fourth high-level conference on strengthening international cooperation in combating terrorism and building flexible mechanisms for border security – the Kuwait phase of the Dushanbe process, in cooperation with Tajikistan and the United Nations. Among the most prominent opportunities that we worked on was strengthening economic, investment, tourism and development cooperation. The launch of direct flights between Kuwait and Tajikistan is one of the achievements of this stage. We also worked to activate cooperation within the framework of international organizations, especially with regard to issues of water, sustainable development and security, which are issues that Tajikistan attaches great importance to at the international level. Direct flights and the opening of the Kuwaiti embassy in Dushanbe are among the most notable achievements. There are major challenges facing our efforts to enhance economic and trade cooperation between the two countries, as Tajikistan is one of the countries that does not have access to seaports, which poses a logistical dilemma. There are sometimes challenges represented by the need to increase awareness of economic and tourism opportunities in Tajikistan, and to enhance direct communication between public and private sector institutions in the two countries, but we have constantly worked to overcome these challenges through continuous dialogue and coordination. * Do you encourage Kuwaitis to visit your country? And why? – Certainly, I encourage my Kuwaiti brothers to visit Tajikistan, which always welcomes them, and represents an ideal tourist destination, thanks to its picturesque nature, security, the generosity of its people, and the low cost of living, which makes it particularly suitable for family tourism. Tajikistan is famous for its tourist attractions, its picturesque nature, its clean and healthy environment, and its doors are open to Kuwaitis. It is also an ideal destination for lovers of nature, recreation and mountain adventures. The Tajik people are hospitable and take great pride in their fraternal relations with the Kuwaiti people. The Second Homeland* What is your final message to the Kuwaiti people? – As the end of my diplomatic mission in Kuwait approaches, I am overwhelmed by deep feelings that are difficult to express in words, and they are feelings mixed with joy and sadness – joy. My period of work in this dear country was a rich diplomatic and humanitarian experience, during which I had the honor of getting to know the honorable people of Kuwait, known for their originality, good morals and noble stances. As I bid farewell to Kuwait today, I express my deep gratitude and appreciation to His Highness the Emir of the country, His Highness the Crown Prince, and His Highness the Prime Minister Sheikh Ahmed Al-Abdullah, for the support, care and attention I received, reflecting the depth of the high values that It is distinguished by the wise leadership of Kuwait. I can only say that I have the utmost appreciation and loyalty for Kuwait, its wise leadership, and its honorable people, wishing this honorable country continued security, stability, progress and prosperity.* You recently spoke about opening a Kuwaiti embassy in Dushanbe soon… What does this mean to you? – The opening of a Kuwaiti embassy in Dushanbe is the most important milestone in the history of relations between Tajikistan and Kuwait as a historical and important step to enhance political, economic and cultural communication. This will contribute to facilitating direct cooperation between institutions in the two countries. His Highness the Amir recently appointed a Kuwaiti ambassador residing in Tajikistan, and the Kuwaiti embassy will be inaugurated in the city of Dushanbe soon. The presence of the Kuwaiti embassy in Dushanbe will give additional impetus to bilateral relations, and open new horizons for cooperation, investment, and tourism and cultural exchange. Since I began my work as Tajikistan’s ambassador to Kuwait in 2013, opening the Kuwaiti embassy in Dushanbe was one of the most important goals that I sought to achieve, due to the importance of this step in strengthening relations between our two countries. Today, thank God, we see this goal finally achieved, even if it came in the last days. My mission in Kuwait, but it was achieved, and for me this is a personal and national achievement that I am very proud of. The Sultanate of Oman, the next stop. The Tajik ambassador said: “I will continue my diplomatic mission as Tajikistan’s ambassador to the Sultanate of Oman, based on the decree of President Emomali Rahmon.
