She stressed that the new aggression and the accompanying American-British threats against the Yemeni people are nothing but an extension of the aggression launched by America and Britain since March 2015 until the present and an attempt to discourage the Yemeni armed forces from carrying out their duty to support the Palestinian people.

The government praised the statement of the official spokesman for the armed forces regarding the attack on Yemeni naval boats and the confirmation it contained of the appropriate response to the American attack… stressing that what is tampering with the security of the Red Sea, the Bab al-Mandab Strait and the Arabian Sea is the illegal presence of foreign forces, specifically the American and British forces, in the region. Which represents a threat to maritime navigation and Arab national security as a whole.

The caretaker government reaffirmed that the leadership, government and people of Yemen will only be strengthened by the American-British threats and their criminal aggression and determination to continue carrying out their moral and humanitarian duty towards the brothers in occupied Palestine who are being killed and displaced around the clock in full view of the Western countries that provide the Israeli enemy with political support. And the military and media to continue the comprehensive war of annihilation against the people of the besieged Gaza Strip.

The government saluted the heroic operations of the Palestinian resistance factions in confronting the brutal Israeli military machine and even the Zionist West with all force and effectiveness and the strategic results they achieved in favor of the Palestinian cause and confronting the conspiracy to liquidate it and even foil it.

It denounced the continued shameful position of the Arab regimes regarding the killing, displacement and abuse that their fellow citizens are exposed to in Gaza and the rest of the Palestinian cities, stressing that history will not be merciful to anyone, whether they are normal or negligent, and anyone who abandons carrying out their religious, moral and humanitarian duty in supporting the oppressed.

The government praised the strong and responsible positions recorded by a number of free countries of the world that reject Zionist injustice and tyranny, and took the initiative to declare strong positions of solidarity with the Palestinian people and their right to defend themselves, confront the occupier, and restore their usurped state.

It offered a greeting of respect and admiration to all the honorable humanitarian stances taken by free peoples and at the forefront in Western countries and its condemnation of the Zionist aggression against the Gaza Strip.

These positions were considered a blatant condemnation of the negative positions recorded by the Arab regimes, which were not content with silence and inaction, but even went so far as to prevent their people from going out in solidarity marches with their fellow countrymen who are being slaughtered from vein to vein.

The government also saluted the continued honorable stances of the free and proud Yemeni people in victory and support for the Palestinian people in the wonderful manner witnessed by the Citadel of the Free People in Sana’a and the capitals of the free governorates through weekly marches and daily solidarity stops.

It praised the strategic role played by the Yemeni armed forces, the missile force, and the drones in supporting Palestine and its valiant resistance by launching continuous strikes on sites deep within the Zionist enemy and paralyzing a vital part of its economy.

The government called on the armed forces to continue their military operations targeting the depths of the Zionist enemy, as well as to prevent the passage of all its ships and every ship heading to the ports of occupied Palestine, stressing that it supports all the options that the revolutionary leadership and the Supreme Political Council will take to respond to the American-British aggression and threats and to confront any new aggression against Yemeni people.

The meeting approved a memorandum submitted by the Caretaker Deputy Prime Minister for Security and Defense Affairs, Lieutenant General Jalal Al-Ruwaishan, in addition to the presentation of the Ministers of Interior and Justice regarding the inclusion of a legal text in Law No. 3 of 1993 regarding combating the illicit trade and use of narcotics and psychotropic substances.

The government directed the ministers concerned with following up on constitutional procedures to issue the amendment, which comes to increase the punishment for those found guilty of committing either crime.

The caretaker government approved the draft regulations for the Police Academy submitted by the caretaker Minister of Interior, Major General Abdul Karim Amir al-Din al-Houthi. It directed the Minister of Legal Affairs to complete the necessary legal procedures to issue the regulations.

The caretaker government renewed its respect for all recommendations issued by the House of Representatives and its keenness to interact with parliamentary issues related to the government, including the commitment of all ministries and government agencies affiliated with them to respond to the inquiries and questions of members of the House, based on the spirit of complementary responsibility between the government and the House of Representatives.

In light of his review of the memorandum, all relevant ministers and officials in government agencies were directed to work to implement what they committed to during the House of Representatives session regarding the 15 points contained in the Minister of State’s report, prepare the necessary responses to them, and coordinate with the Minister of State for the Affairs of the House of Representatives and the Shura Council and the Secretary General of the Council of Ministers regarding Preparing those responses and submitting them to the House of Representatives.

The meeting discussed the memorandum of the caretaker Minister of Justice, Judge Nabil Al-Azani, on the memorandum of the President of the Supreme Judicial Council, Judge Ahmed Al-Mutawakkil, regarding finding solutions and solutions to the rulings and judicial orders issued against the state obliging it to pay sums of money.

The meeting approved the report of the Secretary-General of the Council of Ministers, Muhammad Al-Kabsi, regarding the level of implementation of the Council’s work plan for the year 1445 AH, during the past months at the level of all ministries and their affiliated units… stressing that all ministers must adhere to what is included in the plan, each within their jurisdiction, and adhere to the mechanism for presenting topics and presenting them to the Council that Included in the approved plan.

The government praised the effort made by the General Secretariat in preparing the plan and the follow-up and coordination efforts for the implementation process of the topics it included.

The meeting approved the report of the Secretary-General of the Council on the level of implementation of the decisions and orders of the Council of Ministers issued during the year 1444 AH, by various public service units at the central and local levels.

The report included the percentage of the Council’s decisions and orders that were fully implemented, or are being implemented, or partially implemented, as well as not implemented. It explained that the percentage of implemented decisions reached 77 percent and the percentage of orders being implemented was 56 percent, while the percentage being implemented at the level of decisions and orders reached 15 percent. The government reiterated its emphasis on the deputy prime ministers and ministers, each in their respective capacity, to quickly raise the level of implementation of decisions and orders issued during the first quarter of the current year 1445 AH, to set executive and time programs for the decisions and orders taken by the Council once they are issued, and to follow up on their implementation to ensure the effectiveness and efficiency of their implementation and to achieve the goals desired from their approval.

The meeting also reviewed the report of the Caretaker Minister of Agriculture and Irrigation, Engineer Abdul-Malik Al-Thawr, on the multiple positive effects of Council of Ministers Resolution No. 8 of 1444 AH, regarding the ban on the import and circulation of foreign coffee and its peels, on the reality of Yemeni coffee cultivation, production and marketing.

The report indicated an increase in coffee production from 17 thousand tons to 41 thousand tons, an increase of up to 140 percent… stressing that production from this cash crop will reach 50 thousand tons during the next two years.

The report pointed out that Yemeni coffee exports increased during the period 2017-2022 from 2,500 tons to 12,000 tons, with an estimated value of 480 million dollars, indicating that this number is expected to reach two billion dollars in 2027.

The government praised the official and civil efforts made to develop and develop Yemeni coffee cultivation and the great positive results that were achieved in the field of expanding its cultivation, production and marketing locally and abroad.

In this regard, she emphasized the strict adherence of all concerned and relevant authorities to the Council of Ministers’ decision to ban the import and circulation of imported coffee and its peels, because of the great importance it represents in motivating and encouraging farmers to expand the cultivation of the coffee tree, continuously increasing its productivity and achieving its desired role in serving the national economy.
