He stressed that there is no state without the Gaza Strip and no state in the Gaza Strip, and the Strip remains the womb of the revolution and its permanent national reserve, and the genocidal war it carries constitutes a disgrace to all of humanity, with the continued aggression, the closure of the crossings, and the occupation of the largest part of it. The final statement of the conference stressed that working to release prisoners in Israeli occupation prisons is a sacred national mission and caring for their families and the families of martyrs must be implemented. He also stressed that the Israeli occupation lacks legitimacy to cancel the work of the United Nations Relief and Works Agency for Palestinian Refugees (UNRWA), and it is attacking international legitimacy and trying to erase the refugee issue. The following is the text of the final statement: The eighth general conference of the Fatah movement was held in the period between 14 and 16 May of this year, and simultaneously in Ramallah, Gaza, Beirut, and Cairo, under the slogan: “A renewed start – steadfastness… freedom… independence,” and on the seventy-eighth anniversary of the ongoing Nakba of our people, stressing their steadfastness and rootedness in their land and their adherence to the right of return, so that this anniversary remains a test of the credibility of the international community, and that our rights are established and not subject to statute of limitations, The conference stood in remembrance of the souls of all our martyrs, the soul of the martyr President Yasser Arafat, and the souls of his companions. At the beginning of its work, the conference elected President Mahmoud Abbas as head of the movement, unanimously renewing the movement’s confidence in his leadership. It also took many internal decisions, the most important of which was enhancing the role and participation of women and youth, with real representation in decision-making. The conference also elected a new central committee and a revolutionary council. The conference affirmed that the Israeli occupation imposes existential challenges on our people as a result of the continued siege of Jerusalem, the capital, and its Judaization, the desecration of Islamic and Christian sanctities, the continuation of the genocidal war in Gaza, the occupation of the largest part of our beloved Strip, the prevention of the flow of aid, the disavowal of stopping the aggression, and the disruption of recovery and reconstruction, as well as the continued occupation of the Jenin, Tulkarm, and Nur Shams camps, the displacement of their residents, the spread of settlement, and the rise in the pace of organized terrorism by herds of settlers. With the protection and participation of the occupation army, in addition to abusing our brave prisoners, preventing visits and martyring many of them as a result of torture and deliberate medical neglect, enacting a racist death penalty law against them, preventing the work of the United Nations Relief and Works Agency for Refugees (UNRWA), seizing and destroying its headquarters in Jerusalem and Gaza, and continuing to pirate our money and deploying hundreds of barriers and gates at the entrances to our cities, villages and camps. As the occupation government continues to attempt military decisiveness and impose displacement on our people, the conference affirms the Fatah movement’s insistence on leading its people to resist the occupation, its measures and its aggression, and to always direct our national struggle towards ending the Israeli occupation of the land of the State of Palestine and embodying its independence on the land occupied in 1967 with East Jerusalem as its capital, based on our historical and legal right to our land and in implementation of the relevant resolutions of international legitimacy. Hence, the Eighth General Conference of the Fatah movement affirms that our national, regional and international action is based on the following constants: The Palestine Liberation Organization, the sole legitimate representative of our people in all their places of existence, is the most important political achievement of our people since the Nakba. There are no rights without recognized representation, and with it our national presence is strengthened and we have gained Arab, Islamic and international recognition. Improving its performance is a right and a duty, and questioning it or abandoning it is a crime that Fatah will not tolerate resisting. National unity is achieved only in the Palestine Liberation Organization and on the basis of adherence to its legitimacy and the decisions of its successive national councils, as well as its international obligations, and on the basis of the unity of the Palestinian political system in the West Bank, including East Jerusalem and Gaza, with one law, political and union pluralism guaranteed by law, and one legitimate weapon. Fatah is heading towards the Palestinian National Council elections on the first of next November, to continue the national democratic process, followed by the general elections. The Fatah movement affirms the unity of the Palestinian Arab people at home and abroad. The movement aims to strengthen and intensify its work in the diaspora, pay the greatest attention to our people in the camps in the homeland and the host countries, document the complementary work of our communities in Europe, the Americas and Australia within joint work between the embassies and regions of the movement, and organize the communities to increase the effectiveness of our movement in the international community in support of and in support of our just cause. The genocidal war it endured constitutes a disgrace to all of humanity, and with the continuation of the aggression, the closure of the crossings, and the occupation of the largest part of it, the Fatah movement reaffirms that there is no state without Gaza and no state in Gaza, which remains an integral part of the land of our state, and any international administrative measure must preserve the cessation of aggression, end the occupation, the flow of aid, and begin recovery and reconstruction. This is clearly stated by the Palestinian government, which must be allowed to exercise its responsibilities in all of Gaza, and that the movement’s General Conference directs the Central Committee to make every effort to give Gaza and the Fatah cadre the highest priority. Fourth: The Fatah movement has committed to continuing to build state institutions despite the political and financial blockade. It calls on the government to provide the available capabilities to support steadfastness on the ground and resistance to settlement. It turns to our Arab nation to fulfill its obligations to provide the Arab financial safety network approved in the decisions of the Arab summits. For our part, the Fatah movement is serious about implementing all reform measures that guarantee providing the best services to our people through good governance, transparency and accountability. Fifth: The Fatah movement has committed to adopting peaceful popular resistance in the face of the occupation, the expansion of settlement, and the increase in armed attacks by settler gangs. While the conference affirms this policy, it directs the Central Committee to support the participation of all field movement cadres in the activities and activities of peaceful popular resistance, support protection committees in threatened villages, and coordinate with the rest of the national forces and local activities to form an organized network to defend the land, family and home in every location. This is an existential battle for self-defense and Fatah is at the forefront of it. Sixth: The camp and the masses of refugees are a living witness to the continuation of the Nakba and the inability of the international community to implement Resolution 194 issued by the United Nations General Assembly in 1948. Resolution 302 to establish UNRWA in 1949 and periodically renew its mandate is today exposed to an occupation war targeting the right of return to abolish it. Camps have been bombed and destroyed, their people forced to flee, and unjust laws have been enacted to criminalize the agency’s work and occupied its headquarters in Jerusalem and Gaza. It destroyed them, and continued to occupy the camps in the north, due to the hesitation of some donors and the failure of a number of countries to fulfill their obligations towards the agency. Hence, the Fatah conference confirms that the occupation lacks the legitimacy to abolish the agency, and it is attacking international legitimacy and trying to erase the refugee issue and their right to return and compensation, and UNRWA cannot be replaced. Therefore, Fatah works through the Palestine Liberation Organization towards brothers and friends to preserve UNRWA’s mandate, work and programs, and intensifies its communications to mobilize political, legal and financial support for the agency. Seventh: The issue of prisoners concerns every Palestinian home. About a million cases of arrest have been recorded since the occupation in 1967, hundreds of whom were martyred, and the bodies of hundreds more were kept in the graves of numbers and the occupation’s refrigerators, and the occupation’s prisons were turned into schools and universities. Our prisoners withstood it and broke the prestige of the executioner. However, the measures of abuse, torture and deprivation have recently reached limits that degrade human dignity through starvation, medical neglect, the prevention of visits, forced disappearance, the enactment of a racist death penalty law, and the legitimization of torture in a blatant public manner, which constitutes a violation of the rules of international law, international humanitarian law, and the Geneva Conventions, which represents the continuation of the commission of war crimes. The international community must hold the occupation government accountable for what is happening to the prisoners and its prevention of the work of international humanitarian organizations in the occupied Palestinian territory. Therefore, the Fatah movement considers working to release them a sacred national mission and taking care of their families and the families of the martyrs as a duty to implement. The movement works to end any outstanding issue in this regard. The conference extends a greeting of honor and pride to all our prisoners, especially Brother Commander Marwan Barghouti, as well as salutes and honor to the families of our martyrs and our brave prisoners. Eighth: We are an integral part of our Arab nation, and the Palestinian issue remains the central issue of our nation. Fatah is keen to always have a relationship, communication and continuous coordination with all brothers. We affirm our respect for the national sovereignty of all countries. We do not and will not interfere in the internal affairs of others, and we do not want anyone to interfere in our affairs. We always demand the preservation of Arab national security and condemn any external aggression against any sister country, and we call on the brothers to fulfill their obligations in implementation of the decisions of successive Arab summits. We extend our appreciation and respect to all our brothers, especially in the Hashemite Kingdom of Jordan under the leadership of His Majesty King Abdullah II bin Al Hussein, and the Arab Republic of Egypt under the leadership of His Excellency President Abdel Fattah El-Sisi, for their stance rejecting the displacement of our people. Appreciation is extended to the brothers in the Kingdom of Saudi Arabia and the People’s Democratic Republic of Algeria for their continued support of our people in all forums, and appreciation is extended to all Islamic countries and peoples. Palestine and solidarity with our people have become a standard for the humanity of the world, and demonstrations spread across capitals, squares and universities of the world, increasing the isolation of the occupation and its policies and strengthening our presence and the world’s recognition of our rights and our state. The effort made by the Kingdom of Saudi Arabia and France, which resulted in the New York Declaration, had the greatest impact on the recent international recognitions of the State of Palestine, which we are working to transform into concrete measures against the occupation to stop its aggression, occupation and settlement. Our political, diplomatic and legal movement continues to pursue war criminals in international courts. We point in this regard to the importance of the advisory opinion issued by the International Court of Justice declaring the illegality of the occupation. We also seek to urge countries that have not yet recognized the State of Palestine to take this step that promotes a just peace. The Fatah Conference extends its appreciation and gratitude to friends in the world, governments, parliaments, parties, unions, universities and civil society organizations, for their continued principled stance in supporting our people. Tenth: The Eighth General Conference of the Fatah movement extends special thanks to His Excellency Mr. Pedro Sanchev, Prime Minister of Spain and President of the Socialist International, for his message to the conference, and for his country’s supportive and advanced position in supporting our people, and for the position of the Socialist International and its parties in supporting our national rights, and thanks are extended to our friends in South Africa and the rest of the countries in Asia, Africa, Europe, and Latin America. Eleventh: The Fatah movement, the leader of the Palestinian national project, and through the Palestine Liberation Organization, remains a believer in a just peace based on international legitimacy and its relevant resolutions, to end the Israeli occupation of the land of our Palestinian state and in a way that guarantees the inalienable national rights of our people. We remain in communication and cooperation with the international community to achieve this, and this requires the international community to assume its responsibilities to stop unilateral Israeli measures in creeping annexation, building settlements, arming and protecting settler attacks, and politically besieging the National Authority. Financially, and implementing Resolution 2025/2803 regarding Gaza, and the rest of the relevant resolutions, especially Resolution No. 2016/2334, so that it is clear to everyone to stop settlement. In this regard, we extend our sincere thanks to our brothers in the Arab Republic of Egypt, led by President Abdel Fattah El-Sisi, and to the Lebanese Republic, led by President Joseph Aoun, for the facilities they provided for the holding of this conference and the success of its work. No matter how severe the difficulties are, how great the challenges are, and how ferocious the occupier is, we are the “Fatah” conference: we remain steadfast and stationed in our land, and the fascist occupation government is not our destiny. It will disappear, the occupation will end, and the Fatah movement will remain at the forefront of its people, loyal to the martyrs, and loyal to the prisoners, the wounded, and the disabled, in the path of the founding martyred leaders, until a cub or a flower from Palestine raises our flag on the walls of Jerusalem, the minarets of Jerusalem, and the churches of Jerusalem as well. The late President Abu Ammar used to repeat this, and President Mahmoud Abbas will continue on his path until national independence is achieved in our independent state on the 1967 borders with East Jerusalem as its capital. Peace be upon you. Glory to the martyrs, freedom to the prisoners, and a speedy recovery to the wounded. It is a revolution until victory.
