Youssef Al-Aqouri, Chairman of the Foreign Affairs and International Cooperation Committee of the Libyan House of Representatives, expressed his strong support for the initiative of the Libyan Prime Minister, Osama Hammad, to lead African cooperation in confronting the challenges of irregular migration.

Al-Aqouri stressed the importance of the issue for Libyan officials, which was reflected in the participation of Speaker of the House of Representatives, Aguila Saleh, in the irregular migration conference in Benghazi.

Al-Aqouri pointed out that relying solely on security measures to limit migration is insufficient. Instead, he called for a development approach that addresses the root causes of migration, calling for shared responsibility among states.

Al-Aqouri urged the Libyan government to actively defend African views on migration, praising its diplomatic efforts to deal with the migration issue, amid regional challenges.

The “Benghazi Declaration,” the final statement of the conference, called for holding an African summit to formulate a unified strategy on irregular migration, stressing the need to shift away from politicizing the issue toward a more integrated approach.

The Libyan government and the General Command of the Armed Forces were praised for their efforts to care for migrants, including establishing shelters that meet international standards.

The declaration called for a development strategy focusing on the countries of origin of migrants. This approach aims to address the underlying economic and social factors that drive migration, signaling a paradigm shift in dealing with migration crises within African countries and in negotiations with European countries.
