The Prime Minister began his speech by thanking the Governor of Giza for organizing this important meeting, which can be described in the future as a historic meeting that comes within the framework of modifying the course of the development process in an area considered one of the most important tourist areas in Egypt, namely the Nazlet El-Semman area. He extended his congratulations to the various attendees on the occasion of the approaching Eid Al-Adha, praying to God Almighty that the coming days will bring all goodness, prosperity and blessings to the Arab and Islamic nations. The Prime Minister indicated his keenness to hold this important meeting in the Nazlet El-Semman area, to discuss and dialogue about the vision for developing the vital area, pointing to the state’s vision to revive various areas of historic Cairo. He continued in this context: When President Abdel Fattah El-Sisi announced the establishment of a new capital, there were those who said that this was considered an escape from the problems of old Cairo, because they are insoluble, and there is no hope for solving them, stressing that this is the opposite of the state’s direction, and I made it clear that when the administrative, functional and governmental part is removed, this will allow the implementation of targeted development and revival operations to begin. The cost of the New Delta Project The Prime Minister spoke about the great efforts made by the state in various sectors such as industry and agriculture, noting in this context that President Abdel Fattah El-Sisi inaugurated the “New Delta” project last week, which is considered a giant project that cost the state hundreds of billions of pounds, but its expected positive results will continue for several decades to come, stressing the possibility of building on this project and developing it by adding other projects to it that have great added value. Dr. Mustafa Madbouly said: A plan for the region is being prepared in an aesthetic way, with the participation of all the people of the region, and I was keen to attend this important meeting to confirm that this is the state’s direction, so that we all agree on the plan that will be approved and adhere to it, and this is what the government is working on in terms of facilities, infrastructure and licenses required for buildings to start working according to the agreed upon framework and plan that we will all accept. Dr. Mustafa Madbouly added that there is a problem that was raised by some of the people of the region, which is the lack of licenses. For most of the existing buildings in the area, we will solve this problem temporarily until it is completely completed, but taking into account the agreement on the existence of safety, security, and good operation. He pointed to coordination with the Governor of Giza to hold a meeting after the Eid al-Adha holiday to agree on urgent temporary solutions to develop a clear vision to begin approving them, to provide the opportunity for the people to begin work, with the plan being largely approved, then approved and a decision issued regarding it, and the services will be clear, represented in tourism activity, hotels and other related services, without the need to change the previously specified activity. The head of the Federation of Tourist Chambers pointed out that the people and investors of Nazlet El-Semman have worked for nearly 40 years under the burden of difficult challenges and constant fears of removal, stressing that despite these delicate circumstances, they have succeeded in providing a distinguished tourism product and constructing promising facilities and hotels throughout the region. In a related context, Al-Shaer confirmed that the Nazlet El-Semman area represents a unique tourist product and a strategic location in front of the Pyramids, expecting that the new development concept and development plan reviewed by the Prime Minister will contribute to attracting between 2 to 3 million additional tourists, especially since the capacity of hotel rooms will be sufficient and fully qualified to accommodate all these flows, citing successful global tourism models such as the Moroccan city of Marrakesh. He explained that he carefully monitored tourist reviews (reviews) published on international platforms around the region; It showed positive and very good evaluations of the level of hotels and internal services compared to the difficult circumstances surrounding them, while the evaluations were negative regarding the general environment and the urban appearance of the surrounding streets, stressing that developing the visual identity and rehabilitating the roads will increase the efficiency of these evaluations and ensure the flow of the targeted numbers of tourists. In a related context, Mr. Hossam Al-Shaer confirmed that the future plans of the association after receiving the licenses will focus on launching expanded marketing campaigns, formulating a distinctive brand (branding) for Nazlet El-Semman, in addition to improving the levels of hygiene and public behavior, and providing specialized educational and training programs for workers that are completely similar to the work mechanisms followed within the Egyptian Federation of Tourist Chambers, reiterating his emphasis that the issuance of temporary permits will multiply the historical importance of this visit dozens of times. During the meeting, Sherif Fathi, Minister of Tourism and Antiquities, expressed his happiness at participating in this meeting, in the presence of the Prime Minister and various concerned parties, pointing out that there is an integrated general plan with clear procedures for developing and reviving the Nazlet El-Semman area, and that most of the cases present in the region are consistent with the visions of the development plans, and that the remaining cases, whose percentage does not exceed 5%, will have their position reviewed and appropriate measures taken regarding them in agreement with the project consultant. Dr. Ahmed Al-Ansari, Governor of Giza, pointed out that this meeting is truly a historic meeting in the Nazlet El-Semman area, explaining that immediately after Eid Al-Adha, a joint session will be held with the Minister of Tourism and Antiquities, and a proposal to form a working group that includes tourism and local sector officials, and for them to be present in the region, to speed up the procedures for obtaining the temporary permits directed by Dr. Mostafa Madbouly, within the framework of facilitating procedures for investors and residents of the region, stressing that the state is not against any investments, but what will be done is Review the procedures and steps provided by investors, and ensure that they do not negatively affect the plans that will be implemented to develop the region. The attending investors confirmed that they are truly determined to participate with the state in implementing the plan that will be agreed upon, so that each investor will contribute to the development of buildings according to this plan. In order to accelerate the pace of development in the region. The investors also put forward some requests to help them carry out their work, including reconsidering some of the requirements from the Ministry of Tourism for a number of tourism activities. The investors also touched on a number of points that contribute to the recovery of tourism activity in the region. Meanwhile, the people of the region attending the meeting welcomed the Prime Minister’s visit to Nazlet El-Semman, stressing that this visit confirms the state’s interest in reviving it and developing its tourism and other activities. They stressed that they are working on the existing activities in Nazlet El-Semman with their own efforts, without borrowing from banks. They also indicated that they agree to implement the plan that will be approved, for the benefit of developing the region and serving its citizens, as well as reviving tourism activity there. During the meeting, some residents called for developing the health unit in the area and directing more attention to it to serve citizens.
