The Council of Ministers held its weekly meeting this morning, Tuesday, February 24, 2026, at Bayan Palace, headed by His Highness Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, Prime Minister, may God protect him. After the meeting, His Excellency Deputy Prime Minister and Minister of State for Cabinet Affairs, Sharida Abdullah Al-Muasherji, stated the following: On the occasion of the 65th anniversary of the National Day of the State of Kuwait and the 35th anniversary of Liberation Day, the Council of Ministers, at the beginning of its meeting, extended its sincere congratulations to His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, may God protect and preserve him, and to His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamd Al-Sabah, may God protect him and to the honorable Kuwaiti people, asking the Almighty God. To protect Kuwait, its leadership, its honorable people, and everyone who resides on its pure land from all harm, and to perpetuate in our dear homeland the blessings of security, safety, well-being, and continued progress and prosperity under the wise leadership of His Highness the Amir Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, may God protect and preserve him, and His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, may God protect him, praying to the Almighty God to have mercy on our righteous martyrs and to cover them with His vast mercy. And He will dwell them in His Paradise. On the other hand, the Cabinet was informed of the results of the visit made by His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, may God protect and preserve him, the Supreme Commander of the Armed Forces, yesterday evening, Monday, and with him were His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, may God protect him and His Highness Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, Prime Minister, may God protect him, to the Ministry of Defense and the content of the speech of His Highness, may God protect and preserve him during the visit, in which he stressed that the responsibility to protect the homeland by land, sea and air will remain a national duty for the sake of Consolidating security and safety in its territories, praising His Highness, may God protect and preserve him, for the steps and achievements that have been achieved in this regard, stressing the importance of continuing the implementation of the strategic plan 2025/2030, which aims to strengthen institutional work and develop the defense system in a way that keeps pace with regional and international changes and supports the security and stability of the State of Kuwait. On the other hand, the Council of Ministers was informed of the measures taken by the Ministry of Foreign Affairs regarding the delivery of the Chargé d’Affairs of the Embassy of the Republic of Iraq to the State of Kuwait, an official note of protest against what was contained in the Iraqi allegations deposited with the United Nations regarding the infringement of the sovereignty of the State of Kuwait over its maritime areas and water highlands. In this regard, the Council of Ministers listened to an explanation provided by His Excellency the Minister of Foreign Affairs, Sheikh Jarrah Jaber Al-Ahmad Al-Sabah, regarding the Republic of Iraq’s deposit of a list of coordinates and a map with the United Nations that includes claims about Iraqi maritime areas and what those contents included. The coordinates and the map do not affect the sovereignty of the State of Kuwait over its maritime areas and fixed and stable water elevations in relation to the Republic of Iraq, such as Fasht Al-Qaid and Fasht Al-Aij, which were not the subject of any dispute over the complete sovereignty of the State of Kuwait over them, calling on the Republic of Iraq to take into account the course of historical relations between the two brotherly countries and their peoples and to deal seriously and responsibly in accordance with the rules and principles of international law and what was stipulated in the United Nations Convention on the Law of the Sea of 1982 and in accordance with understandings, agreements and memorandums of understanding. His Excellency reiterated the principled, consistent and historic support of the State of Kuwait for the brotherly Palestinian people and their just cause. His Excellency stressed that the Palestinian cause and its support constitute one of the pillars of Kuwaiti foreign policy, which requires everyone to support all efforts and initiatives aimed at establishing peace, including the 20-point plan of His Excellency US President Donald Trump. His Excellency expressed his sincere thanks to His Excellency US President Donald Trump for his efforts aimed at contributing to reaching an end to the state of conflict leading to the establishment of a Palestinian state. His Excellency indicated that there is a proposal for the Urban Policy and Urban Structural Plan Committee of the State of Kuwait in the Council of Ministers to include a number of ministers, namely the Minister of Finance, the Minister of State for Municipal Affairs, the Minister of State for Housing Affairs, and the Minister of Electricity, Water, and Renewable Energy. The Minister of Trade and Industry, the Minister of Public Works, the Minister of State for Development and Sustainability Affairs, and the Minister of State for Economic Affairs and Investment, in addition to representatives of the Ministry of Oil and the Ministry of Defense. Based on the government’s keenness to enhance its goals and unify its vision to achieve the restructuring of the state by merging and eliminating some government agencies, as well as following up on the implementation of development projects in the country, the Council of Ministers assigned His Excellency the Minister of State for Economic Affairs and Investment, Abdulaziz Nasser Al-Marzouq, to coordinate with His Excellency the Ministers and the General Secretariat of the Council of Ministers to prepare a comprehensive action plan that ensures the follow-up of the efforts of government agencies in this regard, financial reforms, establishing integrity rules and principles of governance, and developing digital government services in a way that contributes to everything that would ensure the speedy completion of these projects, provided that His Excellency submits to the Council of Ministers a monthly report clarifying the executive position regarding this plan. On the other hand, the Council of Ministers approved a draft decree law amending some provisions of Amiri Decree No. 15 of 1959 regarding the Kuwaiti Nationality Law, which comes based on the importance of regulating nationality as one of the sovereign pillars of the state and in order to preserve the national identity of the State of Kuwait, enhance national affiliation and maintain the legal sovereignty of the State of Kuwait in all matters of nationality. The aforementioned draft decree law aims to modernize the legislative framework regulating Kuwaiti nationality in a way that achieves a balance between protecting the national fabric. Taking into account humanitarian and social considerations, and ensuring that the state exercises its sovereign powers to grant, lose, withdraw, and revoke citizenship within clear limits and solid legal controls. The Council of Ministers submitted a draft decree law amending some provisions of Amiri Decree No. (15) of 1959 regarding the Kuwaiti Nationality Law to His Highness the Emir of the country, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, may God protect and preserve him. On the other hand, the Council of Ministers reviewed the recommendations included in the minutes of the meeting of the Ministerial Committee for Legal Affairs regarding draft decrees-laws for a number of agreements and memorandums of understanding between the State of Kuwait, brotherly and friendly countries, and international organizations. The Council of Ministers decided to approve them and submit them to His Highness the Emir of the country, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, may God protect and preserve him. On the other hand, the Council of Ministers reviewed the minutes of the meeting of the Ministerial Committee for Public Services, which included several items, most notably the report of the Green Urban Development Initiatives Committee on the initiatives and donations submitted by some individuals, oil and private companies, and consumer cooperative societies, related to cosmetic plantings on the main highways and streets, and preparing a walkway containing sports equipment in some residential areas, in addition to painting bridges on the main highways and pedestrian bridges, with the aim of highlighting the aesthetic aspects of the country. The Council of Ministers decided to approve these initiatives and donations, expressing its thanks. He expressed his appreciation to individuals, oil and private companies, and consumer cooperative societies for their generous donation, which contributes to supporting the state’s efforts in developing cosmetic agriculture and highlighting the aesthetic aspects of the country. He praised the tangible efforts made by His Excellency the Governor of Al-Ahmadi, Chairman of the Green Urban Development Initiatives Committee, Sheikh Hamoud Jaber Al-Ahmad Al-Sabah, and members of the committee in enhancing the spirit of initiative and social responsibility and motivating entities and individuals to contribute to beautifying the State of Kuwait and highlighting its cultural features. On the other hand, the Council of Ministers approved the minutes of the Supreme Committee for the Investigation of Kuwaiti Nationality, which includes cases of loss and withdrawal of Kuwaiti nationality from some persons, in accordance with the provisions of Decree Law No. (15) of 1959 regarding Kuwaiti nationality and its amendments. The Council of Ministers reviewed a number of topics on the agenda and decided to approve them. It also decided to refer a number of them to the relevant ministerial committees to study them and prepare reports on them to complete the special procedures for their completion.
