During his review of his experience in the Syrian People’s Assembly, Sheikh Nasser Muhammad Khair Al-Hariri directed harsh criticism at the officials from the people of Houran, stressing that they worked for their personal interests and goals without providing any service to their province. At the same time, he criticized the process of marginalization practiced by the opposition institutions against former members of the People’s Assembly, especially the National Council and then the coalition. Hariri explains in an interview with Zaman Al-Wasl that all… The regime’s statements by members of the People’s Assembly are authorized and pre-directed, like Duraid Lahham’s plays. “Hariri,” who defected from the Council, expressed his anger at the systematic process of exclusion to which dissident members of the Council were subjected, which prevented them from exercising their true role in the revolution, blaming the National Coalition, and before it, the National Council. He also reveals his opinion of the Constitutional Committee recently announced by the United Nations, and explains the reasons for his refusal to participate in this committee. In the following dialogue, “Hariri” refers to the scenes of the speech of the late “Youssef Abu Roumieh” in the Council. The people, stressing that the intelligence was the one who leaked it to public opinion… and here is the full text of the dialogue: * What is your opinion of the Constitutional Committee announced by the United Nations? – The newly announced Constitutional Committee represents a set of conflicts on the ground and the interests of the countries that benefit, and therefore the greatest concern of each of its members is achieving a victory for the benefit of the party that chose him, far from the interest of the homeland and the citizen, as it is its last concern. In addition to that, and what is most important, is the revolution for which more than a million martyrs were sacrificed, in order to amend Constitutional?! Therefore, the Constitutional Committee, in short, is a circumvention of Geneva Resolution 2254 with international complicity, headed by (friends and relatives). I refused to participate in this committee and my refusal was justified by my being part of a revolutionary entity. The revolution was launched by free people who loved freedom and called for dignity to give birth to a new entity in Syria whose constitution is written by the Syrian people through their elected representatives from all political, racial and ethnic sects to produce laws that guarantee the dignity and right of everyone. Citizen.* What is the real mechanism for selecting members of the regime’s “People’s Council,” who is its main controller, and what is the fate of everyone who opposes this controller before the start of the Syrian revolution? How painful it is to talk about a council that is supposed to be the legislator and monitor of the work of the government and the representative of the people before it, meaning that it is the authority of the people. Therefore, in countries that respect the rule of law, the representative is responsible before the people, and his greatest concern is to gain the loyalty of the people, because he is the one who makes the decision in choosing him. Contrary to what we used to see in Syria, the member of the People’s Assembly in Syria belongs to Accordingly, there are two categories: the first is what is called the National Progressive Front, and the second is the independent category. As for the front, it consists of Baathists and other parties loyal to the regime operating under the wing of the Baath Party, and the largest party in that front in absolute terms does not represent a few thousand at the level of Syria. As for the independent, it is someone who does not belong to any party or political group, and they both go through two stages to apply for elections. Members of the Front are nominated by their political leaders, and when approved by the regional leadership, they become members before the elections. How? There is no illusion in choosing the political leadership that represents the party that is the “leader of society and the state” according to their description, and putting names up for elections is nothing more than a sham to complete the farce of the elections. Returning to the category of independent, he is one of the category that is subject to blackmail. Anyone who does not belong to a clan or union support will depend on his financial strength, and here comes the role of the government decision-maker to support him and enable him to reach the council, even at the expense of another independent, and after reaching the council and taking the oath, the member will know. The independent is that he is an employee with the rank of representative of the people, and his loyalty to the people is biased towards the Crown Prince, as he soon discovers that he does not have the power to choose, as he is from the smallest category, which amounts to 36 members out of 250, and even the majority category is provided with instructions through the Secretary-General of the Council. He is an employee by decree and does not have the status of membership. He is more important than the entire Council, as he is the liaison officer between the Council and the Palace on the one hand, and between the Council and the government on the other hand. The Secretary calls on the Division. The party meets and informs the front lines of the decisions, and when one of them tries to deviate from the rule, especially the independents, the secretariat office or the presidential office will warn him, and if he continues, the Secretary-General will warn him. In this case, the member is marginalized and the ministries are informed that their doors will be closed against him. But if he is a political opponent or rejects an agreement that serves an influential person in the country, then his fate is the same as the fate of Mamoun al-Homsi and Riad Seif, with his membership stripped and his imprisonment. *Can you mention some of the secrets and behind the scenes of the People’s Assembly before the Syrian revolution? The People’s Assembly in Syria is an institution whose mission is to legitimize the decrees and laws issued by the palace to the government with the approval of the palace, especially international agreements and treaties. This role is important, not the applause, as the latter is an achievement. In short, the Council is an institution affiliated with the palace and the national leadership and has no independence. A member of the People’s Assembly has no weight except through his personal relationships. He is not effective and is not feared because he lacks Authority and initiative, and this applies to the Council before and after the revolution, and when some bold and sharp words are conveyed under the dome, they are licensed, just like the plays of “Duraid Lahham.” They hold their own, and the institution lacks cars and offices to facilitate the member’s work, and the salary is less than modest and shy compared to the salaries of their counterparts from third world countries. This is with regard to members in general, with the presence of distinguished cases with its capital and concluding exceptional deals with the consent and support of the government and influential people of the palace, and these people have the status of a diplomat and carry his passport.* As a member of the People’s Assembly, how was the relationship between the members of the Council with Bashar al-Assad and how specifically was his relationship with the members of the People’s Assembly about Daraa Governorate before and after the peaceful movement in Daraa? – I regret to say that all the officials who held positions and centers in the state who were people of Daraa did not provide any service to the people of their governorate and did not speak on behalf of the people of Hawaran, but rather spoke and worked for their own personal ends. *What is your opinion of the current members of the People’s Assembly, especially since some of them have begun to threaten Israel? – Some old faces are still in the current council, and it also includes a group that was unable to reach it in the past, and now with the lack of Electoral standards and the reluctance of many to run. These people rushed to obtain what they believe is the honor of representing the people, of course, after the directives of the security services. The electoral fund is the one who holds the keys to it from beginning to end. The lack of these standards has resulted in the emergence of personalities completely disconnected from reality, and we hear statements from some of them that are irresponsible and lower than political adolescence. Who believes that Israel does not sleep peacefully and the regime’s army has been protecting its borders? Since 1973, Israel has been living. Its best security situation is as a result of the secret agreements with the regime on the approach of handing over the Golan by the father Hafez and the documentation of the sale by the son Bashar. If there had been an intention to antagonize Israel and erase it from existence, we would have been fully prepared for that before. We were not missing anything, whether equipment, equipment, or infantry units, but there was no real will to do so because of the betrayal of the regime and its cronies and their signing of those agreements.* What is the fate of the members of the People’s Assembly who stood up to the regime’s crimes and how much? Their number was: What measures were taken against you by the Assad regime after you left the People’s Assembly and left the country? Within the legislative institution in the year 2011, there were many who complained and objected to the state’s security approach against its citizens, but fear and fear of the unknown future of those who opposed pushed them to remain silent, and when I announced my resignation from the Assembly on 4/23/2011 in protest against the killing via the “Al Jazeera” channel, which paid special attention to the events after that and held the President of the Republic accountable. Responsibility for what is happening was attributed to me in the resignation of Professor “Khalil Al-Rifai” and a soldier from the “Al-Qashami” house and the entire local council in Tal Kalakh. Protests took place in Douma and Homs, then Idlib, Raqqa and Ghouta, and the defection of Al-Harmoush, which was followed by a group of officers. The local Daraa demonstrations turned into a general rebellion in Syria that turned into a revolution. The Aleppo countryside also had a movement after the resignation of Mrs. Ikhlas Badawi from the People’s Assembly and her flight. To Turkey, just as Mr. Khalil Al-Rifai and I fled to an Arab country as a result of security persecution and threats of torture and murder, as is the fate of all of us. We are now persecuted by the regime and exiled outside the country, as a decree or decision was issued by Bashar al-Assad, the authenticity of which I have not yet been able to confirm, acknowledging the confiscation of the properties and properties of opponents of the regime, including those who defected from the People’s Assembly, with the exception of me, as I do not own real estate in Damascus or Aleppo, and the regime also Knowing focuses on these two governorates and the fact that my house in Daraa Governorate was booby-trapped by regime forces and completely destroyed. *Youssef Abu Rumiyah, one of the members of the People’s Assembly who represented Daraa Governorate at the beginning of the revolution, stood up and spoke about crime in Daraa. Do you have any background on what happened to him in that period? We answer by praising Hafez al-Assad, Daraa’s loyalty to him, and renewing loyalty to son Bashar. Members also talked about what was happening in Daraa. Unfortunately for me, I was outside the country at the time, and some colleagues told me that member Fawaz al-Mahamid spoke with great boldness, but no one heard his word because he did not allow it to be leaked, especially since what happens in the corridors of the People’s Assembly and what is photographed remains only in the hands of the Assad regime’s intelligence. As for the leaking of Abu Rumiya’s speech, it was done by the intelligence, and both of them did not He was pursued and continued in the Council until the end of the legislative term, and they remained inside despite my attempt to attract both of them to leave their work in the Council along with many other members.* In your opinion, who bears the responsibility for the development of matters at the beginning of the revolutionary movement in Daraa, despite the tribal interventions to remedy the matter? Is it Atef Najib, the cousin of the head of the regime, Bashar al-Assad? – The one responsible for the spark in Daraa is Atef Najib, but the one who continued the policy of killing and the deterioration of the situation is Bashar al-Assad through his instructions to the officers of the security services to suppress peaceful demonstrations by all means. *As a member of the People’s Assembly who defected from the Assad regime, why did you not have an actual role in supporting the Syrian revolution and correcting its course? They considered it to be from the Stone Age, but I confirm that the backward Stone Age of tribalism is much better than the era that the revolution is experiencing now. As for correcting the course, neither I nor my fellow dissidents will be able to contribute to the correction as long as the activists of the revolution are distracted by measuring the hoped-for chair. On the other hand, there are those who work for God, but they are few and there is no help for them. *Who is responsible for the absence of a real and actual role for members of the People’s Assembly who defected from the Assad regime in the Syrian revolution? The marginalization of the dissident members of the National Council and its heir, the Coalition, and all the so-called revolutionary institutions because they withheld the people’s representatives from work that would strengthen their connection with the incubator, in order to incite and push it for purely national action, monopolizing the work for the interests of the least private. I have personally worked on communication since the beginning of the founding of the National Council and after it, the Coalition, urging them to work on realistic foundations and stay away from imagination. *Where is the Syrian revolution going, in your perspective? Systematic exclusion of revolutionary people and real actors. Therefore, I affirm that we must return to conscience and conscience and give every person his right. I do not want to say that we return to religion because I will be described as an ISIS, but if we return to that and act with the wisdom of the right conscience, we will make a new beginning and we will start again. Otherwise, the revolution will remain hostage in the hands of the countries through the representatives that those countries have who are dependent on them and imposed on the revolution.
