– The new drug law is one of the most distinguished laws in the world – “Health” senses a decline in drugs due to the decrease in the number of patients – Evidence of the decline is that prices have increased by between 200 and 300 percent – The government is firm in implementing the law and those sentenced to death will not remain in prison for more than 3 months – There is no public implementation of executions… Are we going back to the old days? – The disintegration of the family and the abundance of money are two paths to deviation… and the guardian must know where his son is going with the money – We came with security systems that only exist in Kuwait, and I am certain that they do not exist in the countries of the Middle East – A year ago, not a drug shipment entered by sea… and in 6 months, not a single pill crossed overland. In a national step that reflects the integration of governmental and community efforts to protect society from the dangers of drugs, the comprehensive national awareness campaign to combat drugs was launched today, Thursday, under the slogan “A Homeland Protects You,” organized by the Ministry of Social Affairs, coinciding with today. The World Anti-Narcotics Programme, with broad participation from ministries, government agencies and private sector institutions. The event, which was held at the Avenues Mall, witnessed the presence of the First Deputy Prime Minister and Minister of the Interior Sheikh Fahd Al-Yousef, the Minister of Justice Counselor Nasser Al-Sumait, the Minister of Health Dr. Ahmed Al-Awadhi, and the Minister of Social Affairs Dr. Mathal Al-Huwaila, where participants stressed the importance of enhancing community awareness and intensifying preventive, remedial and legislative efforts to confront this scourge, in light of positive indicators that showed a decrease in smuggling rates. Drugs and drug trafficking after the implementation of the new law, in a way that enhances societal security and preserves the future of youth. His Highness is the greatest supporter. The First Deputy Prime Minister and Minister of the Interior, Sheikh Fahd Al-Yousef, confirmed that “the greatest supporter of security measures in the face of the drug scourge is His Highness, because he is a security man and knows the security needs of the Ministry of Interior, and His Highness is the greatest supporter and most keen on our youth. His Highness sees the suffering of society from drug dealers and the youth who are destroying them. Therefore, we have the latest equipment and the latest courses to which we send officers and customs men, and to be honest, everyone is doing their part, the government, the private sector, and the ministers, and we thank them for the collective effort they are making.” Today, I can say that more than 6 months have passed in which no drug shipment has entered by land, after we brought security systems that only exist in Kuwait, and I am certain that they do not currently exist in Middle Eastern countries, and we have men in the Coast Guard. I am not exaggerating if I say that for more than a year, no drug shipment has entered from the sea. We are the ones who are fine. The law is one of the most distinguished laws in the countries of the world, and the statements that come out are not from me, in my capacity as Minister of the Interior, but rather from every party, whether the Ministry of Health or others, where they feel the level of decrease in the number of patients, but I can say two things, the first is that the import that was entering Kuwait has decreased by a large percentage, not less than 80 percent, and the second is that the prices that have increased by a rate ranging between 200 and 300 percent among all types of drugs that were present in Kuwait. Al-Youssef said, “The government is serious about implementing the law with great firmness. Today, thanks to God, we do not have a single person sentenced to death in prison, and everyone will see the implementation of death penalty cases that were taking a long time to be implemented. Since I took over the Ministry of the Interior, we have had people sentenced to death since 2013 and their sentences have not been carried out. But today we do not have anyone sentenced to death and in prison.” He stated, “We will implement the drug law so that drug dealers will see punishment, and no one will remain in prison for more than 3 months, so that drug dealers will know their fate and the consequences of what they are doing to our children.” The execution will not be carried out publicly. Are we going back to the old days? After execution, the execution is published in the newspapers, and the number of executed persons and the data of the sentences are shown. It is not a secret that we execute people sentenced to death, as their names, nationalities, and cases are known.” Cooperation Al-Yousef noted the cooperation between the Ministry of Interior and the concerned authorities in combating drugs, and said, “We do not dispense with the role of the Ministry of Affairs and the Ministry of Health, which exerts more effort than the Ministry of Interior, as well as Kuwaiti companies, a major supporter of all ministries, as they support the activities of the Ministry of Health by building hospitals and treatment centers. The Ministry of Affairs and the Ministry of Interior also help.” He stressed that “drug addiction is a disease like any existing disease and its treatment is possible, but there are diseases that cannot be treated, such as cancer and others.” As for drugs, with will, determination, and faith in God, treatment is easy, but we need the cooperation of the family with all state agencies. It is the disintegration of the family that contributes to the deviance of young people towards drugs, in addition to the abundance of money. The guardian must know that the money he gives goes to his son.” Al-Sumait: The drug law is qualitative and has clearly tightened the penalties and addressed the loopholes related to trafficking – Tightening the penalties for trafficking in psychotropic substances because they represent an increasing danger due to their ease of manufacture and low cost – The results of implementing the law appeared within 3 months with a decrease in trafficking crimes by 44 percent. For his part, the Minister of Justice, Counselor Nasser Al-Sumait, confirmed that “the comprehensive national awareness campaign to combat drugs came at an important time, within the state’s drive to address the scourge.” Drugs from their roots,” noting that “it was launched under the guidance and direct support of His Highness the Prime Minister Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, and under the leadership of the First Deputy Prime Minister and Minister of the Interior Sheikh Fahd Al-Yousef.” Al-Sumait explained, “The beginning of the treatment was through the formation of a committee to reformulate and review the Narcotic Drugs and Psychotropic Substances Law, headed by Counselor Muhammad Al-Duaij, where a specific law was prepared that clearly tightened the penalties and addressed the gaps related to the issues of trafficking in narcotics and psychotropic substances, with At the same time, maintaining balance by strengthening the protection of victims and focusing on treating addicts.” He pointed out that “one of the loopholes of the previous law was related to psychotropic substances, which are the most widespread currently, given that their manufacture and production do not require natural cultivation, but rather rely on some chemicals, in addition to the fact that their danger lies in their low cost.” Its manufacture and low cost, indicating that the previous punishment was up to 15 years in prison, while the punishment now reaches death, in accordance with international standards. Al-Sumait considered, “This tightening is one of the most prominent reasons for the decline in trafficking crimes in this type of drug.” The results of implementing the law began to appear within just three months, as drug trafficking crimes decreased by 44 percent, which is an unprecedented number, whether in the Public Prosecution or the General Administration for Combating Drugs. He added, “The Ministry of Interior also announced a decrease in some types of drugs by 80 percent in the State of Kuwait, and these results were the result of integrated efforts between the executive and judicial authorities and the Public Prosecution, along with civil society institutions.” He pointed out that the government will continue to follow the effects of the law and evaluate its results until its goals are fully achieved. He stated. Al-Sumait said that the Ministry of Health is preparing soon to open a new qualitative treatment center for addiction treatment, which will be the largest of its kind in Kuwait, within the framework of strengthening the system of prevention, treatment and protection of youth. It protects you,” coinciding with World Anti-Drug Day, stressing that “the campaign comes within the framework of strengthening national efforts to prevent the scourge of drugs and spreading community awareness of its dangers.” Al-Huwaila said, “The campaign reflects the concerted efforts between government agencies and the private sector, in line with the directions of the political leadership aimed at strengthening the partnership between various sectors to serve the nation and protect society,” noting that the campaign was launched in the Avenues Mall for three days, before moving to a number of other locations. She explained, “The main goal of the campaign is to raise the level of preventive awareness among young people and Kuwaiti and resident families, through various awareness and training programs, in addition to educational activities targeting various segments of society. Prevention represents the first line of defense against drugs.” Al-Huwaila added, “The campaign also includes a call to everyone who suffers from addiction to take the first step by seeking treatment, as it is the beginning of the path to recovery and a return to a normal life,” stressing the importance of providing support and care to beneficiaries of treatment programs. She stressed that “the success of the campaign depends on the integration of roles between government agencies, the private sector, and civil society institutions, in addition to the pivotal role of the family and individuals in protecting children from the dangers of drugs, explaining that confronting this scourge is a shared responsibility.” It requires everyone’s cooperation. “You will not enter… no matter how the methods change.” Al-Youssef said, “When I first took over the Ministry of Interior, there were shipments coming to us every week from countries with which we have maritime borders. We do not want to laugh at anyone and say that there will come a day when there will be no drugs coming to us. Yesterday, we arrested a shipment of drugs, but the regime differed in the method of smuggling, as they brought A4 paper and soaked it in water with drugs dissolved in it, but the customs men are the first line of defense and the men of the Interior are the second line, and they are on the lookout, and they are active and stronger than the drug dealers and those who are trying to sabotage Kuwait. Yesterday we arrested a not-so-small shipment. We in the Interior and Customs train and expose every method used by drug traffickers.” Support and an effective role for the private sector Sheikh Fahd Al-Yousef expressed great thanks to the private sector for its efforts, “and it is not strange to them, and they do not do it in a place that is strange to them. Today we have hospitals built by the private sector, and wards as well. The private sector is present today, represented by the Kuwait Finance House and Zain Telecommunications Company, and they say that anything you need for an awareness campaign against drugs or people who suffer from the scourge of drugs, the private sector is ready and supports with what we need. He said, “There is no official in a specific company or bank that we contact who neglects us. We are not talking about small sums, but rather about millions that they give in order for us to carry out this role that we are in. Without their help, we would not be able to serve society.” The campaign…a whole month. The Minister showed examples of Al-Huwaila said that the activities of the “A Homeland Protects You” campaign will continue for a full month, and include training programs, meetings with parents and families, in addition to meetings with people who have suffered from addiction, with the aim of conveying their experiences and encouraging those facing the problem to seek treatment early. Al-Huwaila sent a message to families and youth, in which she stressed that “the homeland embraces its children and provides them with opportunities for treatment and support. Your homeland protects you, and everyone who suffers from this scourge has the opportunity to come forward and seek treatment. The beginning of the path is treatment, and your homeland.” He contains you and wishes you success and happiness.
